Bring back dark theme code block border
...
This fixes https://github.com/vector-im/riot-web/issues/5013 and https://github.com/vector-im/riot-web/issues/4416 by only showing the border when the code block is hovered, and that the border is actually visible. The !important is needed to override the default border behaviour.

Fix link to image for event options menu
...
This has to be relative, because we don't know if riot is going to be mounted
at the top-level of the domain or not (it's not, on riot.im).
Links are relative to the final location of the CSS, which is under
bundles/<hash>, so need ../..
